Cohere listed North Small Translate 1.0 in its September 9 release notes. The model specializes in machine translation across more than 50 languages. Its mixture-of-experts architecture has 218 billion parameters in total and roughly 25 billion active parameters.

The weights are downloadable, but commercial rights are restricted. Cohere publishes several weight formats under the Creative Commons Attribution-NonCommercial 4.0 license for research and noncommercial work. It also offers access through its Chat V2 API free tier. The weights are not an unrestricted commercial translation engine that a startup can simply embed in a paid product.

Despite the name, North Small Translate needs substantial compute to host. Cohere's September 9 release notes list a B200 or two H100 GPUs for W4A16, with more hardware for less compressed formats. That rules out the typical single consumer GPU setup.
